How it Works

Once installed setup couldn’t be easier. PNC Guard simply counts enquiry transactions as they pass through to PNC. At the frequency selected by the auditor PNC Guard selects an enquiry en route to PNC and holds onto the enquiry. It then sends a pop-up screen back to the enquirer which hides the PNC screen. The pop-up presents up to 7 auditor formulated questions about the enquiry which may validate it as a lawful enquiry. The enquirer’s responses together with full details of the original enquiry, including time and date references, are then sent in real time to the audit authority by e-mail.

Covert Audit

PNC Guard can run up to 8 audits at the same time. Each audit can be under the control of a different authority within a force and is confidential to that audit authority. This means that while ISOs deal with the day to day audit requirements of the force, Professional Standards can also be using PNC Guard in relation to specific investigations. As the pop-up screen is optional for each audit, they can covertly monitor the PNC transaction requests of specific PNC users or group of users in complete confidence.

Traditional Auditing Process PNC Guard Process
Relies on the after event use of PNC #TE log facility to identify individual transactions for further investigation. Enquiring officer is aware that their enquiry is subject of audit immediately after a transaction is requested.
Can be a delay between the event on the PNC and the enquirer being asked to provide justification. Real-time audit: no delay.
Is labour intensive and requires additional PNC activity by ISO, plus subsequent activity by supervisor and original enquirer. Easily managed by auditing authority. Saves untold man hours.
Frequency of audits and follow-up responses can be affected by other priorities and in some instances may not happen at all. Fully automated, 24/7 operation.
Has a limited deterrent value. Is a strong overt deterrent to those intent on misuse of PNC information. Users will soon become aware that all PNC use is subject to instant audit.
